Program
Overview
The City of San
Luis Obispo's Voluntary Service Lateral Rehabilitation Program was
established to address the City's inflow and infiltration problems experienced during
the rainy season. During rainstorms, our sewer flows could increase from a daily average of 4.5 million gallons a day to over 30 million gallons a day for
a short duration. This problem was pushing our water reclamation facility over its design limits.

Who can participate
To participate in the
City's Voluntary Service Lateral Replacement Program, an application must be filed by the
property owner or an authorized agent, and the property must meet the following criteria:

The property must be detached, single
family, owner or renter occupied;

The property may be a condominium, if it
has a separate sewer lateral from the dwelling to main;

There must be access to the sewer
lateral so that a video inspection can be performed (a three inch cleanout or equivalent
is necessary).
No commercial or multi-family
properties may participate.

Requirements
Participation in the program is limited to once per property. The following
guidelines have been established to confirm eligibility for reimbursement:

All work performed must have the
appropriate City permits;

The applicant must show proof of
material and contract labor expenses;

Property owners have the option to
perform complete service lateral rehabilitation or make only the recommended point
repairs;

Inspections are required. City
staff will assist property owners and make recommendations on cleanout locations or
installations. Property owners are required to have their sewer lateral cleaned
prior to inspection.

Rebate
Property owners will be reimbursed 50% of the cost, up to a maximum of
$1,000, to correct
defects in their sewer lateral and permit fees will be waived.
Reimbursements to property owners are
on a "first come, first served basis", and are limited to approved funding for
the program.

How it works

Program
applications are available at 879 Morro, or you may call the Utilities Department
at 781-7215, or email a
request to have a form mailed to you.

Submit the completed
application and video to VSLRP, 879 Morro Street, San Luis Obispo, CA,
93401.
Utilities staff will schedule a time to meet with you and discuss
the process.

The homeowner
arranges for licensed contractors and pays for their services,
however with this program, permit fees from the City will be waived.
After the work is
completed and all permits finalized, submit the Reimbursement
application to 879 Morro. If everything is complete and correct, a
reimbursement check (50% of costs up to $1,000) will be mailed within 30
days.
