Crime Prevention and Public Education

Located in the Office of Neighborhood Services, our Crime Prevention Program consists of a four point multi-media strategy that employs radio, television, print, and Internet outlets in order to inform the public on various ways to reduce their chance of becoming a victim of crime. San Luis Obispo’s unique demographics reveal over 57.8% of our population is under 29 years of age, coupled with the city housing stock being 52% rental, encourages this innovative approach to reaching a constantly changing population base.

Radio-"The Prevention Minute"

The Prevention Minute radio series is comprised of fifty different one minute spots that address certain crime prevention topics. The spots run on four Clear Channel outlets in the San Luis Obispo market addressing different demographics and music/news preferences. KVEC 920 AM is the anchor station addressing commuters and persons in the 34+ age group. KSLY 96 FM is focused on the 17-34 age group, while KSTT 101.3 FM addresses 25-49 age group and KURQ 107.3 FM is clearly the dominate station in the 17-24 age range. The spots rotate during the week on all the stations, giving special attention to morning and afternoon drive times. Examples are available below.

Television-30 Second Spots

The department uses paid television commercials in place of the traditional Public Safety Announcements (PSA) in order to better control broadcast times and receive maximum exposure. Time is purchased in blocks and spread over a one year period. Utilizing both broadcast channels, KSBY TV 6, the local NBC affiliate with programs such as Saturday Night Live and the Tonight Show, KWCA TV 5, affiliated with the WB Network and Charter Communications Cable, with air time purchased on ESPN, MTV, and TNN.

These commercials allow us to address thousands of residents, tourists, and the constantly changing student population with important messages.

The full-screen video spots these clips represent were originally produced for use on local TV. Each video clip is optimized for streamed playback on personal computers using a Microsoft Windows® operating system coupled with Windows Media Player® software. To experience reasonable playback of these clips, your computer needs to access the Internet by broadband rather than dial-up connection. 

If you are not using the most current versions of Microsoft products, you may be prompted to allow your computer to update the video playback driver referred to as a codec (compression/decompression). This one time update may occur the first time you try to play one of the clips and could take a few minutes to complete. You may also want to consider download and installation of the most recent media player upgrade which is free from the Microsoft website. Macintosh users will also need the latest version of Windows Media Player which can be easily downloaded and installed.

In the past few years San Luis Obispo has become a destination for Mardi Gras revelers on the West Coast. Unfortunately there have been many instances of violence, injuries, property damage, and crowd control problems.

 

This year it's a different story. The San Luis Obispo City Council with the support from Cal Poly University, Cuesta College, and City residents are joining together to stop the abuse and violence. To insure the safety of the residents in the City of San Luis Obispo, the parade has been cancelled.

The City of San Luis Obispo and Cal Poly work closely to make sure the college experience in our town is a rewarding and safe experience for the many students who live and learn in our community.  Continually raising student awareness to act responsibly and beware of others who may not is an important message to continually provide.

The single most challenging police problem is alcohol abuse. Various task forces, college and university groups, along with the medical community work diligently to reduce the impacts associated with the over consumption of alcohol.

Because of the large student population, use and abuse of alcoholic beverages by minors is a continuing problem. Public awareness and education help make positive impacts.

Furnishing alcoholic beverages to minors can have tragic results. This ad speaks to both the party giver and the "shoulder tapping" tactics employed minors to obtain alcoholic beverages.

The San Luis Obispo Police Department responds to over 3000 noise complaints per year. This drains valuable resources and contributes to poor neighborhood relations. Following these simple tips can help reduce conflict.

Peer pressure helps reinforce community standards. Many people who complain about noise issues are trying to study, rest and enjoy their neighborhoods and are disturbed by the conduct of others.

The City of San Luis Obispo is a safe place to live and work, however any environment it is always a good idea to take appropriate precautions to avoid being a victim of random crimes of opportunity.

Print
Print advertising in local publications aids the department in reaching the largest sector of the City’s population -- persons under 29 years of age. Both of the local college newspapers, Cal Poly’s Mustang Daily and Cuesta College’s Cuestonian, carry professionally developed print ads designed to stimulate discussion, raise awareness, and modify risky behaviors. The Department encourages persons to use these ads for posters, newsletters, school projects, and as topics of discussion for Neighborhood Watch meetings.
