Planning Commission Meeting Update

CALL TO ORDER/PLEDGE OF ALLEGIANCE

Commissioner Draze was absent.
ACCEPTANCE OF AGENDA:
Agenda was accepted as presented.
MINUTES:
Minutes of
October 28, 2009, were approved as amended.
PUBLIC COMMENT:
There were no comments made by the public.
PUBLIC HEARINGS:
1. City-Wide.
GPA 120-08: Review of the Housing Element Update Public Hearing
Draft and Environmental Review; City of San Luis Obispo – Community
Development Department, applicant. (Kim
Murry and Jeff Hook)
Community Development Department staff members Jeff
Hook and Kim Murry provided the presentation summarizing key
sections of the draft Housing Element and associated Negative
Declaration. Staff recommended the Planning Commission provide
direction and adopt the Resolution recommending the City Council
approve the draft Housing Element and associated Negative
Declaration.
Five members of the public provided testimony,
primarily expressing concern about one of twelve sites listed for
further evaluation for residential development potential.
The Commission reviewed the draft Housing Element in detail and
provided direction to clarify language, to add one additional
program, and to request that staff provide a progress report of
program implementation in July 2010 and January 2011.
On a motion by Vice-Chair Multari, seconded by Commissioner Boswell,
the Planning Commission voted 6:0 (Commissioner Draze absent) to
adopt the Resolution recommending the City Council adopt amendments
to the Housing Element of the General Plan and determine that the
proposed amendments will not create a substantial environmental
effect under the California Environmental Quality Act.

Forecast –
Kim Murry provided an agenda forecast for the December 10th
Planning Commission meeting.

Commission –
Commissioner Meyer indicated he had recently met with the Housing
Authority staff to review their concept for a development of
single-room occupancy housing and was very excited by the creativity
and cost-effectiveness of the proposal.

The meeting adjourned at 10:15 p.m.

normal business hours.
