Planning Commission Meeting Update

MINUTES:
Minutes of
September 23, 2009, were approved as amended.
PUBLIC COMMENT:
There were no comments made by the public.
PUBLIC HEARINGS:
1. City-Wide.
GPI 71-09: General Plan Implementation-Climate Action Plan Process
& Outreach Plan; City of San Luis Obispo, Community Development
Dept., applicant. (Kim Murry)
Kim Murry summarized the Council’s direction to prepare a Climate
Action Plan and introduced Adrienne Greve, the Cal Poly Professor
leading the class that is collaborating with the City in development
of the plan. Adrienne Greve provided background of other class
professional projects and introduced Leeanne Singleton, a class
member who then presented the phasing and outreach efforts
associated with the Cal Poly Climate Team’s approach to development
of the plan. The Planning Commissioners asked questions, provided
input regarding the importance of outreach efforts to engage the
community in the process, and thanked the students for their work
and presentation. No action by the Commission was required.
2. City-Wide.
GPA 120-08: Housing Element Update Progress Report; City of San
Luis Obispo, Community Development Dept., applicant.

Senior Planner Jeff Hook summarized the nature of the comments from
the State Department of Housing and Community Development (HCD) in
response to their review of the City’s draft Housing Element. Mr.
Hook described how staff was responding to HCD input and indicated
where response required new proposed programs. Deputy Director Kim
Murry provided information regarding the public outreach efforts
that have been made and summarized the input received from
interested participants. Ms. Murry further described changes being
proposed in response to public input.
Joan Harper, resident of Laguna Lake Mobile Estates and
representative of the Golden State Mobile Home Owners League,
explained that mobile home parks and units have particular
challenges in financing and maintenance and that, initially, she and
other residents requested a separate, single-purpose Mobile Home
Park Zoning designation for the existing mobile home parks. She
indicated she was satisfied that an overlay zone would meet their
immediate needs.
No other members of the public spoke. Commissioners expressed a
desire to see staff work with HCD to obtain recognition of the
recently-completed Cal Poly apartments within the City’s Regional
Housing Needs Allocation performance. Commissioners were supportive
of the proposal to consider an overlay zone for the mobile home
parks. No action by the Commission was required.

Forecast –
Kim Murry provided a forecast of the October 28th
Planning Commission hearing, alerted the Commission to the Advisory
Body training on October 15th and informed the Commission
that an appeal had been filed for the Commission’s denial of a
project at the Shell Station at Santa Rosa and Monterey Streets.
The appeal will be heard by the Council on November 3, 2009.
