MINUTES:
Minutes of
August 12, 2009, were approved as submitted.
PUBLIC COMMENT: No
comments were made by the public.
PUBLIC HEARINGS:
1. Orcutt
Area.
GP/SP/ER 209-98: Review changes made to the Public Hearing Draft of
the Orcutt Area Specific Plan (OASP) to date and review Section 10,
Response to Comments, of the Draft EIR; Barbara Parsons, applicant.

The Planning Commission received a presentation from City staff and
the EIR consultant. The Commission reviewed the changes that had
been directed to the OASP Public Hearing Draft to date, including
new small-lot design guidelines, a new low-income affordable housing
proposal, and a new park plan and supported staff’s proposed new
content. The Commission also supported the responses to public
comment that were prepared by the EIR consultant, Rincon
Associates. Public comment included testimony from several property
owners, all of whom spoke in favor of the revisions and the
process. Property owners requested sufficient time to review the
new Public Facilities Financing Plan before it becomes the subject
of the next Planning Commission hearing on the OASP, scheduled for
October 21, 2009.
2. Open
Space.
GPI 68-09: Review of Stenner Springs Natural Reserve Conservation
Plan; City of San Luis Obispo, applicant.

Neil Havlik, Natural Resources Manager, presented the staff report
describing the draft Conservation Plan and Environmental Initial
Study. Seven members of the public spoke in favor of the draft plan
and the bicycle skills area proposed as part of the plan. The
Planning Commission requested that staff make some minor
clarifications to the plan. On a motion by Commission Boswell,
seconded by Commissioner Draze, the Planning Commission voted 7:0 to
recommend to the City Council that the Plan and Mitigated Negative
Declaration be adopted as presented with the inclusion of minor
clarifications.
3. 1101
Monterey Street.
A 63-09: Use permit request to allow a carwash in conjuction with
new convenience store; Raffy & Sonia Arsene, applicants.

The hearing was continued to September 23, 2009.

Staff
Agenda Forecast: Staff provided a forecast
of upcoming agenda items.
5.
Commission:
Vice-Chair Multari shared the announcement of
Bill Statler’s retirement.
The Commission asked for clarification of when hearing dates in
November and December would occur. Staff provided the dates for the
Commission.
