ACCEPTANCE OF AGENDA:
The
agenda was accepted as presented.
MINUTES:
Minutes of May 27, 2009. Approved as
submitted.
PUBLIC COMMENT: None.
PUBLIC HEARINGS:
1. City-wide.
GPCI 48-09: General Plan Conformity Report for the proposed Capital
Improvement Program as part of the 2009-11 Financial Plan; City of
San Luis Obispo, applicant. (Kim Murry)
Staff provided information regarding the Capital
Improvement Projects (CIP) program proposed as part of the 2009-2011
Financial Plan and explained the Commission’s role in determining
whether the proposed projects conform to the General Plan. There
were no public comments and the Commission had no questions
regarding the projects proposed. Several Commissioners expressed
support for the clarity of the budget process and encouraged members
of the public to review the City’s budget documents if they were
interested in seeing how the City achieves its goals by budgeting
for implementation of the General Plan and priorities set by the
community through Measure Y.
The Planning Commission voted 6:0 (Stevenson was
absent) to recommend to the City Council that the proposed CIP
program for the 2009-2011 Financial Plan is consistent with the
General Plan.
2. City-Wide.
GPI 3-08: Greenhouse Gas Emissions Inventory Project; City of San
Luis Obispo, applicant. (Kim Murry)
Kim Murry provided introductory comments
and examples regarding the City’s long-standing efforts toward
sustainability and then introduced Geoffrey Chiapella, Cal Poly
Masters Student, who prepared the Emissions Inventory for the City
of San Luis Obispo. Mr. Chiapella summarized the legislative
background as well as the process, data sources, peer review, and
results of the greenhouse gas emissions inventory. Both municipal
government and community-wide emissions were documented and
presented. Commissioners praised the efforts of Mr. Chiapella,
asked questions, and provided comments regarding areas of the report
that would benefit from further clarifications. Staff from PMC
Consultants who provided peer review of the draft report were in
attendance and provided clarification in response to several
questions.
The Planning Commission recommended the report be presented to the
City Council once edits in response to the points of clarification
have been made.
