Planning Commission Meeting Update

April 8, 2009                     Wednesday                            7:00 p.m. 

CALL TO ORDER/PLEDGE OF ALLEGIANCE 

ROLL CALL:      Commissioners Michael Boswell, Michael Draze, Eric Meyer, Airlin Singewald, Mary Whittlesey, Vice-Chairperson Michael Multari, and Chairperson Charles Stevenson 

ELECTION:        Charles Stevenson was re-elected Chairperson and Mike Multari was re-elected Vice-Chairperson.        

ACCEPTANCE OF AGENDA:  Agenda accepted as presented 

MINUTES:  Minutes of March 25, 2009.  Continued for additional staff review.    

PUBLIC COMMENT:  None  

PUBLIC HEARINGS: 

1.     No Specific Address.  O 132-08:  Consideration of modifications to the current building setback ordinance for Broad Street between: 1) Higuera and Pismo Streets; and 2) High Street to South Street.  The proposed modifications include reducing the building setback requirements along much of this section but maintaining the setback and other requirements between Marsh Street and approximately 150’ south of Pacific Street; City of San Luis Obispo – Public Works Department, applicant.  (Jaime Hill) 

Jaime Hill provided the staff report and explained that this was the same item reviewed by the Commission on February 11th, but that the matter had been re-advertised to ensure proper public notice.  There was no public comment.  On motion by Vice-Chair Multari, seconded by Commissioner Boswell, the Commission voted 6:0 (Commissioner Draze arrived after this first item) to recommend that the City Council repeal the plan line setback on Broad Street.     

2.     City-Wide.  GPC 9-09: Short Range Transit Plan-General Plan Conformity Report; City of San Luis Obispo – Public Works Department, applicant.  (John Webster) 

Tim Bochum and John Webster provided the staff report, assisted by the City’s consultant, Urbitran.  Staff responded to numerous questions and discussion with the Commission.  Louise Justice, Judson Terrace Homes, spoke in support of making transit stops convenient for bus riders.  On motion from Commissioner Draze, seconded by Vice-Chair Multari, the Commission voted 7:0 to recommend approval of the modified plan, including finding the plan consistent with the City’s General Plan.
