Commission Meeting Update

MINUTES:
Minutes of February 25, 2009. Minutes
approved with no changes.
PUBLIC COMMENT:
Terry Mohan commented on the Housing Element Update which was
discussed at the last Planning Commission meeting on February 25th.
PUBLIC HEARINGS:
1. 3897
S. Higuera Street.
SPA 170-07: Specific Plan Amendment to add land uses and modify lot
size minimums for the Higuera Commerce Park; M-SP zone; Long Street
Farm, LLC, applicant. (Phil Dunsmore)
Following a staff presentation that provided an overview of the
project and specifics about the requested amendments to land uses
and lot sizes, the Commission discussed the proposed amendments and
questioned the difference between a General Plan amendment and the
proposed specific plan amendment. Staff provided additional
background on the justification of recommending a specific plan
amendment and a customized list of land uses rather than amending
the General Plan. Although commissioners supported the amendments,
some commissioners felt that the situation would be better
accommodated through a General Plan amendment. No members of the
public spoke on the matter. On further Commission discussion, it
was felt that more clarification on professional office uses that
would be allowed should be incorporated into the final amendments.
On a motion by Vice-Chair Multari, seconded by Commissioner Draze,
the Commission voted 6:0 (Commissioner Whittlesey arrived late) to
recommend the City Council approve the specific plan amendment as
recommended by staff.
2. City-wide.
ER 147-08: Environmental Impact determination, consideration of
public comment, and recommendation to City Council to adopt an
ordinance regulating the closure or conversion to other uses of
mobile home parks within the City of San Luis Obispo; City of San
Luis Obispo, applicant. (Christine
Dietrick)
Christine Dietrick, Assistant City Attorney,
presented the staff report and responded to questions from the
Commission. About a dozen people spoke, mostly mobile home park
residents in support of the proposed ordinance. The owners of the
Village Mobile Home Park also spoke and voiced concerns about the
ordinance and the differences between a trailer park and a mobile
home park. On motion by Vice-Chair Multari, seconded by
Commissioner Whittlesey, the Commission voted 7:0 to find the
ordinance in compliance with the City’s Housing Element, the
environmental review adequate, and for staff to address the
Commission’s comments in revising the ordinance. Chairman Stevenson
has several instances where more specific language from the County’s
Ordinance would be helpful.

Commission
The Commission appointed Chairman Stevenson to work with staff in
formulating the format and topics for a Commission retreat in the
summertime.
Commissioner Multari passed out a flyer for the inaugural event of
the Paul Crawford Lecture Series on Form Based Codes. The event is
at the BERG Gallery on the Cal Poly campus on April 16th.
