CDBG - Community
Development Block Grant
The Community
Development Block Grant Program is a flexible program providing
communities with resources to address a wide range of unique
community development needs. The program works to ensure decent,
affordable housing; to provide services for members of our community; and to create
jobs through expansion and retention of businesses.
CDBG grants are
awarded by the US Department of Housing and Urban Development (HUD)
and provide funds for projects and programs that benefit low- and
moderate-income households, businesses and community-based
organizations. The deadline for 2012 Community Development Block Grants
is October 24, 2011. Applications are available

Program Overview
CDBG activities must, by law, meet federal objectives and rules.
HUD has three broad
national objectives:

To benefit persons
and households with incomes below 80 percent of area median incomes;

To aid in the
prevention or elimination of slums or blight; and
-
To meet urgent
community development needs that pose a serious, immediate threat to
public health or welfare, such as floods, earthquakes or other
disasters.
CDBG-eligible
activities include: acquisition of real property for affordable housing,
construction or rehabilitation of certain public facilities,
site/building clearance and demolition to support affordable housing,
provision of certain types of public services,
removal of architectural barriers for the disabled, housing rehabilitation, historic
preservation, code enforcement, special economic development activities,
planning studies and grant administration.
The City of San Luis Obispo considers new applications for CDBG funding
annually, and the application period usually begins in October. If
you are interested in applying, contact City staff for updated
information regarding the next application period.
Prevailing Wage and Other Federal Requirements
Applicants for CDBG
funding need to be aware that most projects that receive over $2,000 in
CDBG funds are subject to prevailing wage requirements under Davis-Bacon
and Related Acts (DBRA).
When applications are
made to the City, the cost estimates provided should be based on
prevailing wages to insure that grant sub-recipients are budgeting
sufficient total funds to complete the proposed project.
When a sub-recipient
receives a CDBG grant through the City of San Luis Obispo, they are
required to insure that the project is carried out in a manner that
complies with all Federal regulations, including DBRA. The City
can provide technical assistance to grant recipients to insure
compliance.

requirements, there are Federal procurement requirements for CDBG grants (24 CFR
85.36). This section of the regulations includes preferences for
