Cultural Heritage Committee Meeting Update

November 23, 2009                    Monday                                           5:30 p.m.

OATH OF OFFICE:  Swearing in new Committee Member Kenneth “Buzz” Kalkowski 

City Clerk Elaina Cano administered the oath of office to Committee Member Kalkowski. 

ROLL CALL:      Committee Members Barbara Breska, Dan Carpenter, Katy Davis, Buzz Kalkowski, Dean Miller, Jeff Oliveira, Vice-Chair Chuck Crotser, and Chair – Vacant.  All members were present

STAFF:                Planning Intern Amber Piona, Senior Planner Jeff Hook, and Deputy Community Development Director Kim Murry 

ELECTION:        Election of Chairperson and Vice-Chairperson.  By unanimous vote, the Committee elected Chuck Crotser to serve as Chairperson and Dan Carpenter to serve as Vice-Chairperson, with terms to expire at the end of March 2010. 

PUBLIC COMMENT:

There was no public comment on items not on the agenda. 

MINUTES:  Minutes of September 28, 2009, regular meeting.  The minutes were unanimously approved as amended. 

PUBLIC HEARING ITEMS:

1.     City-Wide.  GPI 72-09; General Plan Implementation – Historic District study as part of preparation of a Historic Preservation Ordinance and work program review; City of San Luis Obispo-Community Development Dept., applicant.  (Amber Piona) 

Amber Piona summarized the staff report and showed slides of historic houses in the District. She also described the methodology staff used to select five sample cities:  Monterey, Danville, Davis, Santa Cruz, and Campbell.  These cities will be used as models to help prepare the draft historic preservation ordinance.  Jeff Hook explained the draft work scope and schedule for the Historic Preservation Ordinance.  Committee members felt the cities of Danville and Davis provided the best examples.  On unanimous votes, the Committee approved the sample city selection methodology and the tentative draft historic preservation ordinance work program. 

DISCUSSION ITEMS: 

2.     City-Wide.  Draft concept design for new historic district sign in the Old Town Historic District; Pierre Rademaker, applicant.  (Jeff Hook) 

Committee members voted unanimously to continue this item to the December 14, 2009, meeting. 

COMMUNICATIONS:

a.      Agenda Forecast – Staff 

Staff provided an agenda forecast. 

b.   Architectural Design Standards for Seismic Strengthening of Historic Resources 

Staff explained that design standards for seismic strengthening of historic resources would be addressed in a staff report and presented at the December 14, 2009, meeting. 

c.      Committee 

ADJOURNMENT – The meeting adjourned at 8:30 p.m.
