ACCEPTANCE OF AGENDA:
The agenda was accepted as submitted.
PUBLIC COMMENT:
There was no public comment other than on regular agenda items.
PUBLIC HEARINGS:
1.
City-wide.
GPI 47-08; Review of a draft night sky ordinance to mitigate light
pollution at night; City of San Luis Obispo, applicant.

On a 7:0 vote, the ARC recommended that the City Council approve a
night sky ordinance, based on findings. The Commission provided
staff with some suggested edits to the ordinance standards.
Modifications include: calling out specific illumination
thresholds for sports fields, auto sales lots, and commercial
parking lots, including a maximum height for wall-mounted commercial
parking lot lights, and exempting neon and other low-intensity light
fixtures designed for signage or architectural enhancement. The
Commission also recommended that the Lighting section of the
Community Design Guidelines be updated to reflect the standards
included in the night sky ordinance.

The Commission continued action to a date uncertain without
discussion.

Forecast - Pam Ricci provided an agenda forecast for the upcoming
November 3rd
meeting.

Budget
Goals – Review and discuss working draft based on ARC discussion of
10-06-08.
The Commission reviewed a draft of the budget goals
based on direction provided at the October 6th meeting.
They ranked the goals in order of priority and directed staff to
make some minor edits.
