There
was no public comment other than on regular agenda items.

HEARINGS:
1. 4180
Vachell Lane.
ARC 166-08; Review of two 9,000 square-foot commercial buildings in
the M-SP zone; Terry Evans, applicant.

The ARC
granted final approval of the project on a 6:0 vote. The ARC
discussion focused on whether the project design properly reflected
a rural character as called for in the design guidelines of the
Airport Area Specific Plan. The ARC added conditions to modify the
design to include details more in keeping with the agrarian style
and modified a condition regarding articulation to the rear
elevations of both buildings.

Caudill Street.
ARC 142-08; Review of a new mixed-use project with 5,000 square feet
of commercial space and four residences and a request to allow a
street yard setback reduction from 15 feet to 10 feet; M zone;
Caudill Street Partners, applicant. (Brian

The project architect presented a detailed PowerPoint
presentation of the design inspirations and goals of the project.
It was clarified by staff that when the South Broad Street Corridor
is eventually approved, the setback allowed in the plan will apply
to the project. If the project is submitted prior to the adoption
of the SBSCP, it will need to conform to the approved setback
reduction of 10 feet. The ARC was very complimentary of the project
design as a well-executed mixed-use project. The ARC approved the
project on a 6:0 vote.

Ricci provided an agenda forecast for upcoming meetings, noting that
it was likely that the next two regular meetings would be cancelled.

The minutes of August 17th
were accepted as submitted; the August 3rd minutes were
continued because there was a lack of a quorum of Commissioners who
attended that meeting.
