Review Commission Meeting Update
Regular Meeting
August 3, 2009 Monday

ROLL CALL:
Commrs. Jim Duffy, Suzan Ehdaie, Steven Hopkins, Chris Weber, Greg
Wilhelm, Vice-Chair Anthony Palazzo, and Chairperson Allen Root
Commrs. Duffy & Wilhelm and Vice-Chair Palazzo were
absent.
ACCEPTANCE OF AGENDA:
The agenda was accepted as submitted.
PUBLIC COMMENT:
There was no public comment other than on regular
agenda items.
PUBLIC HEARINGS:
1. 4180
Vachell Lane.
ARC 166-08; Review of two 9,000 square-foot commercial buildings in
the M-SP zone; Terry Evans, applicant. (To be continued to a date
uncertain) (Brian Leveille)
On a 4:0 vote, the ARC continued action to a date uncertain without
discussion.
2. 2238
Broad Street.
ARC/MOD 70-08; Review of changes to building and site design
features for a portion of the approved Village at Broad Street
project; C-S-S-H-MU zone; ROEM Corporation, applicant.

On a 4:0 vote, the ARC granted final approval to the
proposed project design modifications, based on the original
findings and conditions adopted by the ARC on November 3, 2008, and
additional findings and conditions included in the staff report. The
ARC asked several questions of the applicant team that trended
toward reassurance that the revised project design would maintain
the same quality as the previously-approved version of the project.
ARC discussion was primarily focused on building design details.
They added conditions asking for a deeper recess to the ground floor
building entries of Building A (the signature building) and a
revised color palette for Building B (the rear building closer to
the railroad tracks). Another condition requested by Public Works
was also added regarding utilizing diagonal parking along Emily
Street if determined to be feasible.
COMMENT & DISCUSSION:
3. Staff:
a.
Running Effective Meetings – Assistant City Attorney Christine
Dietrick will review parliamentary procedure and discuss other tips
for improving the flow and discussion of meetings.
This training was
postponed to a later date since several members were absent.
b. Agenda
Forecast -
Pam Ricci provided an agenda forecast for the upcoming meetings.
She noted that the next meeting would include a hearing item, and
then the ARC would take a dinner break before heading across the
street for the joint training with the CHC regarding historical
preservation and architectural compatibility. She mentioned that
the first ARC hearing in September would be held on Tuesday,
September 8th because of the Monday Labor Day holiday.
She also updated the Commission that the Villa Rosa Homeowners’
Association had filed an appeal of the ARC’s decision to grant final
approval to the Housing Authority project on Humbert. She noted
that the appeal was scheduled for Council consideration on Tuesday,
September 1st.

The acceptance of
the minutes was continued since there was not a quorum of members
present at the last meeting to adopt them.

Architectural Review Commission regarding any item on this agenda
will be made available for public inspection in the Community
