ACCEPTANCE OF AGENDA:
The agenda was accepted as presented.
PUBLIC COMMENT:
There was no public comment other than on regular agenda items.
PUBLIC HEARINGS:
1.
1292 Foothill Boulevard and 123 Crandall Avenue.
ARC 109-05; Review demolition of fraternity and construction of new
fraternity house including exceptions to allow combined retaining
wall and fence heights in excess of 6 feet and the trash enclosure
within the required street yard; R-3 zone; Kevin Hauber, applicant.

Staff noted the previous review of the project and discussed how the
project had been modified to comply with prior ARC direction given
at the conceptual review hearing on December 17, 2007. The
applicant provided a brief presentation of the project with a
“fly-through” model and recapped the project noting agreement with
staff- recommended conditions of approval. Following a brief
discussion, the ARC granted final approval to the project on a 5-0-2
vote (Commr. Duffy recused, Vice Chair Wilhelm absent).

1885 Monterey Street.
ARC 71-07; Review of hotel remodel project and new hotel building
with 19 suites; C-T-S zone; Yatin Naran, applicant.

Staff provided a brief presentation of the project and discussed the
project’s compliance with Community Design Guidelines for commercial
projects. The applicant noted agreement with staff-recommended
conditions of approval. Following discussion of the proposed
architectural style of the remodel, the ARC on a 6:0 vote granted
final approval to the project with two added conditions that the
roof on the porte-cochere be finished with a copper material and
that the railing design and column widths for the interior courtyard
rooms are modified.

1468 Foothill Boulevard.
ARC 192-07; Review of group housing project with 7 apartment units,
a caretaker’s unit, and a recreation room; R-3 zone; Presbytery of
Santa Barbara, applicant. (Phil Dunsmore)
Following a presentation by the project applicant on the details of
the project, the ARC discussed the orientation of the units to the
street and agreed with the staff recommendation to approve the
project with a condition to change the entry orientation of the
units closest to Foothill Boulevard so that the entry is oriented to
the street. The project architect illustrated how the project could
be changed to implement the condition. Following a brief discussion
of other project details, the ARC on a 6:0 vote granted final
approval to the project, with the architect’s proposed change.

approved as prepared.
B. Recent Project Review – Lessons Learned
Commr. Hopkins inquired about the changes to the
Tartaglia Building at 968 Monterey Street. He commented that the
new brick veneer was attractive but wondered to what extent the
existing brick might have been exposed. He also commented on the
vertical extension of the bulkhead between storefront windows.
